Enhancing institutional capacity of public authorities and stakeholders and efficient public administration.
The SECNET project’s main objective has been to improve the institutional competence of the Program Area’s ports and to lay the groundwork for coordinated and permanent port security at the cross-border level thanks to the use of innovative ICT tools. This was done by jointly developing long-term action plans and strategies, and by increasing coordination and cooperation between ports in order to improve their security and competitiveness.
The main objective of SECNET, launched in October 2017 and led by the Autorità di Sistema Portuale del Mare Adriatico Orientale has been strengthening the institutional capacity of the ports of Trieste, Venice and Koper by creating the basis for coordinated and permanent governance of port security at the level cross-border, also with the application of the latest digital solutions.
Over a year and a half the three ports, with the help of the University of Trieste and the Littoral and the Executive Secretariat of the Central European Initiative, compared their operating structures with international best practices and jointly developed action plans and long term strategies, increasing their coordination and cooperating to strengthen their security and competitiveness. SECNET has thus strengthened the operational capacity and cross-border governance of port security also in order to meet the EU recommendations for infrastructure protection criticisms and the related management of the public and private partnerships.
Based on the identification of the strengths and weaknesses of the maritime structures of the Upper Adriatic the project offered technical competence for innovative and coordinated ICT applications in the field of improvement of IT security and port perimeter security. Concrete pilot actions have been put in place, such as the installation of radars, sirens, cameras, use of drones and penetration tests for defense from cyber attacks, which remain as SECNET's results in the daily port operations and triggered further developments now underway.
The main results of the project were presented and discussed during the final conference which took place Thursday 28 March in Trieste.
The latest challenges, threats and strategies to combat them in the field of physical security and port cyber security, are therefore the operational horizon of the joint Protocol for institutionalization of a system of cross-border cooperation in port security, which the representatives of ports of Trieste, Venice and Koper, and other interested administrations and companies, have signed on this occasion and that other maritime hubs such as Monfalcone and the Ports of Nogaro and Chioggia have demonstrated interest to adhere to.

PRINCIPAL OBJECTIVE OF THE PROJECT
The principal objective of the SECNET Project has been to reinforce the institutional capacity of the Ports within the area of the EU Programme to create the basis for a permanent and coordinated governance in the field of port security at cross-border level thanks to innovative ICT instruments, and developing joint long term action plans and strategies, increasing the coordination and cooperation between ports to reinforce security and competitiveness.
PROJECT ACTIVITIES
Educational activities:
The personnel of the ports involved in the project, of other commercial ports in the Upper Adriatic and of other relevant bodies and bodies participated in three workshops aimed at exchanging experiences on a cross-border scale and comparing them with international best practices, developing their knowledge methods and tools relevant to the safety of port operations and areas and improving their planning skills with the contribution of the Universities present in the partnership.
Pilot actions:
On the basis of the identification of weaknesses present in the port security of the partner realities, concrete pilot actions were defined and implemented for the application of ICT in the field of perimeter surveillance and cyber-security of the systems, which allowed to standardize port security measures. such as to consolidate the safety and competitiveness of these ports of the Program Area.
The six pilot actions have been evaluated and validated following their operational testing and are presented in detail in the document "Evaluation and validation of the results of the pilot activities" (D.3.1.1.3) published on this site.
Development of common guidelines:
For the institutionalization of a homogeneous cross-border governance of port security, the project partnership has developed a comparative study of solutions adopted at European level and an extensive research on the relevant technical literature, which has allowed to define a shared methodology for the constant exchange of information. , the comparison and coordination of management and new initiatives that can be adopted in the field of port security, using the SECNET cross-border platform in a long-term perspective.
This methodology was formalized and shared by the partners in a joint protocol on port security in the Upper Adriatic, signed at the final conference of the project.
FINALIZATION OF THE PROJECT: RESULTS ACHIEVED
The SECNET project ended on 31 March 2019 with the signing by the representatives of the ports of Trieste, Venice, Koper / Capodistria and other administrations and companies concerned, of the joint Protocol for the institutionalization of a cross-border cooperation system in port security.
The project has achieved the substantial improvement of the capabilities of the participating port authorities in the planning and use of ICT tools for port security and in the institutionalization of a common methodology for its cross-border management as a condition of a long-term qualitative leap.
The validation of the operational results achieved with the SECNET pilot actions showed that all the systems implemented contributed to the reduction of risks at different levels. For this reason, their assessment confirms the effectiveness of the measures further provided for by the Joint Action Plan, which thanks to the harmonization of joint policies and actions will give shape to the institutionalized guidelines of the cross-border governance of port security in the Upper Adriatic defined by SECNET.
