State of the art

With regard to the INTERREG Italy-Slovenia 2021-2027, the Managing Authority of the current Programme 2014-2020 had already proposed an item on the agenda of the 9th and 10th Monitoring Committee, held in October and December 2018 .

In May 2019 at the 11th meeting of the Monitoring Committee, the European Commission, through its representative illustrated the orientation document for preparation of the INTERREG 2021-2027 Programme prepared by the EC Directorate-General for Regional and Urban Policy and entitled “Border Orientation Paper-Italy-Slovenia” (BoP). The EC representative of DG Regio urged the Programme Monitoring Committee to activate the 2021-2027 programming phase.

The Programme Task Force, composed of the delegations of the two Member States, Italy (with the Friuli Venezia Giulia and Veneto regions) and Slovenia was established in the autumn of 2019, and formally met for the first meeting on November 12th, 2019. Due to the outbreak and persistence of COVID pandemic, during 2020 and 2021 the Task Force has carried out negotiations through online meetings (see the list of the TF’s meetings on the attachment below in this page).

The negotiations have led to the following decisions:

  • confirmation of the role of 2021-2027 Managing Authority to Region Friuli Venezia Giulia in July 2020 following a process of selection of candidates and a negotiation with the Republic of Slovenia;
  • public consultation procedure on the strategic orientations for the new Programme: the first phase of consultation took place in July / September 2020 and the start of the second phase between 28 June and 15 August 2021;
  • activation of a specialist support service to the Task Force for the drafting of the new Programme documents (from November 2020);
  • agreement on the Programme area in continuity with the 2014-2020 programming;
  • definition of the Programme financial allocation for a total of M€ 88 (of which aprox. M€ 70 ERDF and co-financing at 20%);
  • development of the Socio-Economic and Territorial Analysis, as a basis for the strategic orientations for the Programme;
  • agreement on the thematic concentration for the strategic orientations, as a regulatory obligation which provides for the allocation of 60% of the contribution on Objectives (OP) 2 ("A greener Europe") and 4 ("A more social and inclusive ") and the choice of a maximum other two Ops;
  • recognition of the strategic importance for the Programme area of the European Capital of Culture 2025 Nova Gorica-Gorizia as a driving for development;
  • definition of the strategic operations to be implemented within the Programme through a top-down approach;;
  • implementation of the cross-border SEA procedure – starting from February 2021 with the scoping phase aimed at acquiring from the competent environmental actors the first indications about information to be included in the Environmental Report. The Scoping Report was completed in October 2021;
  • definition of all the sections of the Programme and the final decision on Programme’s financial allocation breakdown (March 2022).

The Programme was submitted to the EC for approval on April, 7th, 2022.

Following the negotiation phase with the European Commission, the Programme was approved through the EC Decision C(2022) 5745 dated August, 3rd, 2022 (ref. https://www.ita-slo.eu/en/programming-period-2021-2027/programme-documentation ).
