Overall Objective of the Project: 

The main overall objective of the project was to enhance cross-border cooperation and knowledge transfer in the field of e-Health and Mobile (EMH). Collaboration and knowledge transfer has been facilitated by the creation of a cross-border EMH ecosystem which has enabled the joint and synergistic development of new solutions and the transfer of knowledge between multiple stakeholders (companies, research institutes, healthcare institutions, etc. ).

Project summary: 

The goal of ISE-EMH (English: Italian-Slovenian Ecosystem for Electronic and Mobile Health) was to extend and improve the e-health and mobile health project (EMH in English, EMZ in Slovenian) which is part of the project EcoSMART http://ekosmart.net/it/about/. The value of the project is 8.66 million euros. The results of the three-year project which ends within 6 months are already very evident: a distributed ecosystem of services systems and data some of which are open to integration or use in other systems the emphasis is on EMH services. By enhancing the Slovenian backbone the EMH ecosystem was extended using Italian expertise in the medical and ICT fields using cross-border knowledge transfer to create an improved EMH ecosystem that enabled the cooperation of participants in the Italian and Slovenian regions: Industry achieving access to innovative solutions developed within the academic world that can connect them directly with partners from the academic world. Academia validating and capitalizing on advanced research in production environments. Patients giving them access to innovative healthcare services and applications that are always available some free and some commercial. Hospitals with ICTs connecting them to their patients and giving them access to patient data in a secure and easily accessible way. The elderly alone at home enabling home care through remote assistance. Healthcare providers and developers offering easy use and promotion of innovative solutions connecting directly with end users. The ecosystem was validated with 6 applications within the developed EMH ecosystem.

Main results: 

The main results of the project were:

1. A platform developed to connect products and services the backbone of the ecosystem
2. Integration and connection of existing products services and systems through the platform into a complete ecosystem

1. The new ecosystem for e-health and mobile has facilitated the integration of Slovenian and Italian partners both in the development and in the commercialization and distribution of the developed systems. The core component of the ecosystem is a platform that allows suppliers to easily add and integrate services and products. The main advantage of the platform is the simple integration and connection of systems from different vendors into better solutions. A great advantage of the platform is the fact that it connects and searches for potential partners in the cross-border area on the basis of the advanced search functions and the recommendation system which suggests compatible products / services for the services and products offered by a partner. other partners. The platform supports multilingualism with all services supporting at least English Slovenian and Italian. For easier and faster integration the platform supports automatic translation.

2. In the beginning the partners added their products and services to the platform and linked them to common products. IJS has integrated a smart watch for the elderly that recognizes falls and allows other functions thus providing better care for the elderly a better quality of life and a delay in moving to the nursing home of about 3 years. It was introduced by IJS in Slovenian municipalities particularly in the municipalities bordering Italy where Italian pensioners find quality care at affordable prices and Slovenian residents thus have an important source of funding. Agreements have already been defined with a cross-border municipality.

Objectives and Activities

ISE-EMH project objectives and activities


The general objective of the ISE-EMH project (English: Italian-Slovenian e-Health Ecosystem) was to extend and improve the e-Health project (EMH in English, EMZ in Slovenian) which is part of the EcoSMART project http://ekosmart.net/it/about/ . The value of the latter project was 8.66 million euros.

The main result of the ISE-EMH project was to extend the existing distributed ecosystem of mobile and e-health services systems and data improving the Slovenian backbone with new medical and ICT skills using knowledge transfer cross-border.

The stakeholders involved in the creation of the mobile and e-health ecosystem were:
(1) Industry gaining access to innovative solutions developed within academia that can connect them directly with academic partners
(2) Academia validating and capitalizing on advanced research in production environments.
(3) Patients giving them access to innovative healthcare services and applications that are always available some free and some commercial.
(4) Hospitals with ICT to have access to patient data in a secure and easily accessible way.
(5) Healthcare providers and developers offering easy use and promotion of innovative solutions connecting directly with end users. The ecosystem has been validated with at least 6 applications within the cross-border EMH ecosystem.

Communication activities
The main objective of the communication work package coordinated by the POLO PN was to broadly promote the cross-border EMH ecosystem developed in Italy and Slovenia.

This was carried out in close collaboration with all project partners. Communication activities focused on:
(1) promoting enterprises (including SMEs) and research organizations to integrate their solution into ecosystem
(2) raise awareness and encourage individuals and associations to use the solution
(3) promote solutions for ministries and other decision makers to develop strategies and policies
(4) promote cross-border cooperation and knowledge transfer as part of the synergistic development of new solutions.

Following the inputs explained above the ISE-EMH project organized various events workshops individual meetings conferences focus groups and educational activities for users/operators throughout the life of the project. Scientific and professional contributions have been published for events and for consultation both online and in paper form ensuring that research organizations and businesses are encouraged to integrate into the network of institutions of the transnational EMH ecosystem. Individuals and the general public were informed of the project results through social networks the website and media contributions (local, national and international newspapers).

The promotion of decision makers and political leaders was presented with presentations of solutions by ministries the National Council of the RS local autonomies (municipalities, regions) etc. Promotion between companies and researchers was achieved thanks to initiatives aimed at increasing cooperation between key actors thus promoting the transfer of knowledge and innovative activities in the field of electro-mobile and health compatibility. IJS organized a conference where the results of the project and the EMH platform were presented to the attention of many stakeholders. Furthermore several articles have been published in the Informative and Platinum magazines between Italy and Slovenia on the topic of the developed ecosystem and related solutions. All project partners actively participated in promotion and dissemination.

 

EMH ecosystem applications

The objective of the WP dedicated to the application of ICT services for the capitalization of research results in order to provide innovative services applications and products was carried out jointly. Project partners worked on specific health domains in particular oncology dermatology and elderly care. Three activities directly linked to the individual healthcare sector were carried out. The first activity was dermatology where Burlo ARCTUR and IJS collaborated. Current knowledge applications and data (available to partners and partner institutions) were analyzed for their inclusion in the ecosystem. The following activities took place in the context of cooperation between partners working on integration.

The second activity was oncology where the UNI-VE partner coordinated and implemented the actions in collaboration with partners ARCTUR ROBOTINA and IJS. The current knowledge applications and data available to the UNI-VE partner and other partner institutions were analyzed with the effective integration of the same into the ecosystem. The partners worked precisely on the integration of identified solutions / services / data into the EMH ecosystem.

The objective was to establish databases with data to identify clinical pathways in order to provide examples of good practices. In the third activity the area of interest was that of assisting the elderly with remote care services. In this activity IJS in collaboration with Arctur and ROBOTINA has developed an intelligent system capable of recognizing falls and requesting assistance within the EMH.

 

EMH Ecosystem Platform

The objective of the WP dedicated to providing support for the development of support services and tools of the EMH ecosystem (app market, services, data and products, networking tools) was developed thanks to the identification of needs and requirements ecosystem development dynamics and functionality testing. In the framework of the ISE-EMH project existing knowledge was enhanced and adapted to the needs of the EMH in the cross-border area of Italy and Slovenia. During development the partners also built on existing open source solutions thus significantly accelerating the development of ICT support tools for the EMH ecosystem.

The ISE-EMH SI platform was based on the WSO2 system (often used in the European Union) Presta shop for the application and product market Ckan for data hosting and the Sentilo solution. The work in the WP was divided into three activities. In the first activity partners conducted a comprehensive analysis of applications and platforms in the EMZ domain and identified needs and requirements. In the second activity they planned and implemented the proposed ecosystem in cooperation between companies with experience in designing large systems and research institutes IJS with experience in creating EMH systems.

The implementation of the ecosystem test ensured the qualitative functioning of the ecosystem and enabled development in accordance with the requirements. To ensure the functioning of the EMH ecosystem cooperation between private partners (ARCTUR, ROBOTINA) research partners (IJS) as well as other partners: BURLO and UNI-VE (representative of the end users of the ecosystem) and POLO was fundamental PN (which has access to companies with an interest in using the ecosystem).
