Overall Objective of the Project: 

Energy Care aimed to reduce production of CO2, energy consumption and the spread and impact of energy poverty in the program area. 
The project directly involved the inhabitants of the pilot areas (Trieste, San Donà di Piave and Capodistria) to improve the energy efficiency of public buildings and mobility, encouraging forms of sustainable transport.

Project summary: 

The project is based on a model of social innovation that aims to meet the needs of the territory by defining products and services through 3 Local Action Plans that foresee the active involvement of representatives of institutions, citizens and important actors of the territory. 


During the project, citizens did not only benefit from the investments made in the areas they live in, but they acted in first person to become testimonials of the changes needed so that the Programme Area and Europe achieve the objectives of smart, sustainable and inclusive growth. 
Energy Care produced positive changes in cohesion, liveability, social inclusion, governance capacity, energy management and mobility by municipalities and other public bodies through three main actions: 
1) territorial planning actions with the participation of the population to define the characteristics of the investments and change lifestyle in terms of energy consumption and mobility; 
2) energy efficiency measures in public buildings and incentives for soft mobility; 
3) training, especially in the field, to increase the capacity of public authorities to manage energy and sustainable mobility.

Main results: 

The project foresaw the realization of 3 interventions, with concrete and measurable impacts in terms of reduction of CO2 emissions, energy use and increase of sustainable multimodal mobility, achieved through a participatory approach aimed at active involvement and exchange of knowledge between the different stakeholders and inhabitants of the three territories.  
• The  ATER complex in via San Giovanni Bosco in Ponziana district in Trieste was subjected to energy efficiency measures and promotion of sustainable mobility. 32 photovoltaic systems were installed to serve consumers of electricity, outdoor lighting and the thermal power plant; all outdoor lighting were replaced with new LED lamps that complemented the energy saving actions. In addition, 10 electric bicycles, powered by photovoltaic panels, were made available to the inhabitants. 
• In Koper, an energy efficiency project was implemented at the Semedela kindergarten and an action/campaign was launched to promote sustainable mobility in the area of the “Oskar Kovačiči” lower primary and secondary school in Škofije through the construction of a bicycle parking lot in the school building. 
• In San Donà di Piave, a cycling/pedestrian lane was created in Viale Libertà with the contribution of the inhabitants who participated in the planning via the WeGovNow platform, 2 bicycle racks and 2 cameras were positioned to monitor the cycling flow and, at the same time, prevent vandalism. 

In addition, it was decided to build a cross-border model of participatory territorial planning and social innovation for reducing energy consumption and for sustainable and smart multimodal mobility. Collaboration between public and private bodies and citizens in the definition of products, services and models was encouraged, translated into actions in the 3 LAPs (Local Action Plan), while ensuring the satisfaction of social needs and the creation of new relationships and collaborations.

Objectives and Activities

MAIN OBJECTIVE

The project directly involved the inhabitants of the pilot areas (Trieste, San Donà di Piave and Capodistria) to improve the energy efficiency of public buildings and mobility, encouraging forms of sustainable transport.

 

CURRENT SITUATION OF THE IMPLEMENTATION OF THE PROJECT (OCTOBER 31, 2020)

The meetings with the testimonials are over, and three videos are available on the project's YouTube channel showing the results of the work done, spreading some important messages from the citizens of this part of Europe to their compatriots and to the inhabitants of the other countries of the Union. 

After involving the inhabitants and the main stakeholders of the three project areas, the work on the infrastructures and the participatory paths was carried out:

  • in San Donà di Piave, on December 23, 2020, the Viale Libertà bicycle trail was inaugurated: this piece of work - designed by means of a participatory path - was designed to encourage the safe movement of pedestrians and cyclists and to promote the reduction of the use of the private car in the city center. 
  • in Koper both the participatory process for the definition of two lines of walking buses and the work on energy efficiency of the Semedela kindergarten in Koper were completed.
  • in the Ponziana district of Trieste, 32 photovoltaic systems were installed to service electricity users, external lighting and the thermal power plant, and 143 energy-efficient lights were replaced. The Ponziana LAB has also been active since September 2018, which is an infopoint open to all citizens and devoted to the themes of the project; a group of citizens meets here every Thursday afternoon to improve the green areas in the neighborhood. 

The following activities took place in the three territorial “3 PAL” (Local Action Plan) project areas:

  • in San Donà di Piave, local administrations and citizens participated in the development of more sustainable lifestyles and in encouraging the adoption of those lifestyles locally;
  • in Ponziana the employees of the ATER of the Region and the technicians of the municipal administrations took part in the PAL (Local Action Plan) to discuss how to increase the energy efficiency of public buildings and, consequently, the saving of natural resources.
  • in Koper citizens worked on concrete measures to reduce the consumption of energy and of environmental resources.

The meeting for the development of the cross-border PAL (Local Action Plan) was held in on-line mode on 22nd July 2020, as the Innovation Days held in October 2020.
