Pursuant to art. 13, paragraph 5-bis and art. 14 of Legislative Decree no. 152/2006 we inform you about the start of the consultation phase for the Strategic Environmental Assessment (SEA) of the COOPERATION PROGRAMME INTERREG VI-A ITALY-SLOVENIA 2021-2027.
It is also communicated that for the said procedure, launched on April 14th, 2022 by resolution of the Regional Board of the Autonomous Region of Friuli Venezia Giulia n. 533, the Managing Authority of the Interreg VI-A Italy-Slovenia 2021-2027 Cooperation Programme (Central Directorate of Finance, Central Accounting Service, Organizational Position Coordination of the activities related to the Interreg Italy-Slovenia Cross-border European Territorial Cooperation Programmes and performance of the role and functions as Managing Authority) and the competent Authority is the Regional Board of the Autonomous Region of Friuli Venezia Giulia, with the technical support of the Environmental Assessment Service of the Central Directorate for Environmental Protection, Energy and Sustainable Development.
The PROGRAMME INTERREG VI-A ITALY-SLOVENIA 2021-2027 is a programme within the framework of the European Territorial Cooperation (ETC) and financed by the European Regional Development Fund (ERDF). The purpose of cross-border programs is to support Member States in implementing joint projects, addressing common challenges and overcoming border obstacles. The Program area covers a total area of 19,841 km2 and has a total population of about 3 million inhabitants. It covers 5 Italian NUTS 3 regions (Venezia, Udine, Pordenone, Gorizia and Trieste) and 5 Slovenian NUTS 3 regions (Primorsko-notranjska, Osrednjeslovenska, Gorenjska, Obalno-kraška and Goriška).
The Program highlights six main areas in which to intervene in order to improve the living conditions of all social actors and population of the Program area. They are reported in the following list:
1. Research and Innovation;
2. Energy, Climate Change and Sustainable Development;
3. Labour Market, Human Capital and Linguistic Minorities, Health;
4. Connectivity and Transport;
5. Natural and Cultural Heritage and Tourism;
6. Governance
The analysis of environmental effects was conducted with reference to the following environmental components: air, climate, water, biodiversity and natural heritage, landscape and cultural heritage, population and human health. It emerges from the evaluations carried out during the SEA that the Program does not present significant expected negative effects on the cross-border environment. In fact, the actions are mainly immaterial without planned infrastructure investments, and mostly not localized.
The INTERREG VI-A ITALY-SLOVENIA COOPERATION PROGRAMME 2021-2027, the Environmental Report, including the Impact Assessment in accordance with Presidential Decree 357/1997, and the Non-Technical Summary are available for public consultation on the website of the Programme in the section Programming Period 2021-2027 - Programme documentation - SEA Procedure and deposited at the offices of the proceeding Authority in Trieste, via del Lavatoio 1.
Anyone may examine the aforementioned documents and submit comments in writing, in electronic format, also providing new or additional information and assessment, within 45 (forty-five) days from the date of publication of this Notice.
