The Public company Komunala Izola d.o.o., one of the partners in the cross-border Waste design project, together with the Faculty of Electrical Engineering, prepared a report on the pilot digitized waste collection system within the Waste Design project, which is co-financed from the Interreg V-A Italy-Slovenia 2014-2020 cooperation program .
The document includes a legal framework that includes a review of legislation in the field of waste management in both the EU and Slovenia and an analysis of local ordinances in the municipalities of Postojna and Izola, a review of existing documents and projects and a snapshot of the state of affairs in the field of waste in both municipalities, an analysis of the state of municipal waste management in the area of both project partners, presentation of good practices or technical solutions in the field of waste management.
Waste management covers the collection, transport, processing and disposal of waste, including the control of this management. Effective waste management can significantly contribute to the efficient use of resources, as well as waste prevention. Waste prevention is a measure that is taken before a substance, material or product becomes waste. When generating waste and handling it, the following management hierarchy is taken into account as a priority order:
1. waste prevention,
2. preparation for reuse,
3. recycling,
4. other processing procedures (e.g. energy processing) and
5. disposal.
Digitization or smart waste management refers to any system that uses technology to make waste collection more efficient, cost-effective and environmentally friendly. Most of these systems are equipped with an Internet-based monitoring technology that collects and monitors real-time data to help optimize waste collection and drive future innovation.
In the field of waste management, digital solutions most often appear in three areas, namely:
- Communication (websites, mobile applications, links, social networks)
- Waste collection (vehicles equipped with sensors, route planning, resource planning, inventory management and documentation)
- Internal processes (accounting, bookkeeping, controlling, order processing, documentation)
Both municipalities have relevant documents that clearly and comprehensively cover the necessary content from the point of view of the implementation of communal services, compliance with applicable regulations, analytics and necessary activities for the effective provision of communal services. The difference between the municipalities can be seen mainly in the various development phases of digitization or the introduction of digital solutions in this area.
ASSESSMENT OF THE CONDITION AND PROPOSALS FOR UPGRADING - THE MUNICIPALITY OF IZOLA AND THE MUNICIPALITY OF POSTOJNA
The Municipality of Izola, or on its behalf, the Public company Komunala Izola d.o.o. in its operation and implementation of the service, uses digital solutions that enable it to effectively plan, implement and control the implementation of the communal service. The presented plans for the digital reward of the existing system also take into account the main development guidelines and trends in the industry.
The municipality of Postojna or, on its behalf, the concessionaire company Publikus d.o.o. carries out the activity in accordance with the key documents of the municipality, while the level of digitization of work processes is low (data collection is done manually, data is entered into a computer and processed by an employee). The service does not use existing technology in the field of digitization (automatic data capture, automatic data processing, sensors, digital and mobile applications, digital cadastre).
