NEX AID - Civil Protection exercise at the Carbones plant in Porto Marghera

On Saturday 18 June, starting at 9.30, a Civil Protection exercise will take place at the Carbones plant in Porto Marghera, simulating a maxi health emergency with chemical risk, following an accident between a rail tanker loaded with ammonia and a bus with about forty passengers on board.

This was announced by the Civil Protection of the Municipality of Venice, explaining that the "complex accident" scenario will make it possible to verify the operational and communication procedures between the numerous components that will contribute to rescue operations, assistance and information to the population.

The exercise is organized by the Municipality of Venice and Ulss 3 Serenissima as part of the project “Nex Aid - Cross-border network on health emergency systems and management of maxi emergencies”, funded by the Interreg Programme V-A Italy Slovenia 2014-2020.

Several the operators who will be activated during the exercise, for which numerous volunteers of the Italian Red Cross have given availability. The Fire Brigade will be able to practice the activities of extracting the injured from the bus sheets and making the rail tanker safe. Suem 118 and the Azienda Ulss 3 Serenissima, on the other hand, will be able to operate in medical aid activities for a large number of injured. The Police Forces have the task of testing the procedures for securing the area and establishing the gates necessary to control access.

The presence of a dangerous substance and the consequent potential pollution will engage the ARPAV technicians and will trigger the anti-pollution procedures provided by the Port Authority and the Port System Authority. The activation of the municipal civil protection system will guarantee logistical support to rescuers and the preparation of reception areas for the temporary hospitalization of evacuated people.

All activities will be coordinated by the Advanced Command Post which will be established at the scene of the accident and by the Coordination Center which will be located at the Local Police Operations Center at Tronchetto.

"It should be noted - specifies the Civil Protection of the Municipality of Venice - that the high number of fire brigade vehicles, ambulances and police forces that will pass through the area affected by the exercise should not cause concern in the population as they are engaged in the various activities simulation expected ".

The website and the social channels of the Municipality of Venice will report in real time all the phases of the emergency simulation, in order to communicate the methods and timing of the operations to the citizens.
